Vehicle tax debts ("stamp") on a used vehicle in Seville, should I demand payment from the buyer?

Firstly, the new traffic software applications allow us, as Administrative Managers, to know via Report (again, the famous Traffic Report), allows us to know to some extent if a vehicle, car, motorcycle, truck, etc., has outstanding debts, but be aware, these are debts from previous years. When requesting the Traffic report, among the vehicle's existing loads, It will show us if the previous year's Vehicle Tax is still outstanding. (Today the outstanding debt from 2011 will appear). We must not be satisfied with this information, Since traffic regulations only require us to carry out the transfer of a vehicle, the Vehicle Tax has been paid year prior to the present, that is to say, year 2011 (to this day), However, this doesn't categorically mean that no vehicle registration tax is owed from previous years. You'll need to check with the local council where the vehicle is registered to find out the total amount owed for the vehicle or registration in question. On more than one occasion, we've been surprised to find that 3, 4, or even 5 years of tax are still outstanding.
 
If we are careless and don't check the outstanding road tax on the vehicle we want to buy, we will find that when it comes time to transfer the vehicle, the DGT (Spanish Traffic Authority) will prevent us from doing so until the debt situation with the corresponding local council is resolved. In other words, WE WILL NOT BE ABLE TO TRANSFER A VEHICLE IF IT HAS DEBTS FOR OUTSTANDING VEHICLE TAX OR "STAMP".
